Hugo is craftable now, kodos will be craftable during act 2

My Kang pirate suit is unlocked but I can't find it -- not in my inventory how do I get it?

Mine was added straight to kang. Does he have a little plus sign next to his name on the task list? If so tap that and scroll to the skin.
