No, as that appears week 5 (assuming you complete the previous 4 weeks).

Monorail (UNOWNED)
1. Tunnel #1
2. Station
3. Station
4. Station
5. Tunnel #2
Monorail (owned railyard from event)
1. Tunnel #1
2. 20 pieces + 20 donuts
3. 20 pieces + 20 donuts
4. 20 pieces + 20 donuts
