No, as that appears week 5 (assuming you complete the previous 4 weeks).
Basically here is the path:
Monorail (UNOWNED)
1. Tunnel #1
2. Station
3. Station
4. Station
5. Tunnel #2
Monorail (owned railyard from event)
1. Tunnel #1
2. 20 pieces + 20 donuts
3. 20 pieces + 20 donuts
4. 20 pieces + 20 donuts
5. Tunnel #2
So since I started playing well after the Monorail event finished, I assume I will start getting donuts from week 6 onwards once I have gotten all the tunnels and stations right?
I just got my first tunnel today btw after completing this week's monorail grind.
