I spend DONUTS on ammo. I average about one UFO in five towns. I also spend DONUTS on gremaliens, and usually drop at least two in each of my neighboreeno's towns. Based on what I see, I think the UFO rate is at least partly tied to your gremalien drop rate. The more gremaliens you drop, the more UFOs you get. Not positive about this, but it's pretty consistent for me...
