I believe it might be due to having a neighbor's graffiti-ing a building in your SF, followed be a second neighbor cleaning up said graffiti before you've had a chance to. While I believe the 'Frink' message itself to be a glitch, I think seeing it is analogous to when buildings were haunted by "ghosts" during last year's Halloween event.
