Check your settings. The latest iOS does allow automatic updates. (I have them turned off because I like to see what's been updated.)

Isn't the Homer Indian Costume Dialog Picture a part of the thanksgiving quest line? (SPOILERS ahead) Doesn't Homer steal lisas costume and wears it and that is where you see the indian Homer pic in the speech bubble?

It turns out, that the 2% is false advertising and the real percentage is 0.6%. (I think, it is less then 2% though)
