Can't speak on why yours will only let you send 4-5 all mine showed up. Only reason it was not 100 for the 60 min task was because Helen Lovejoy doesn't have one, and barbarian was in Homer clothes who also doesn't have one.
Obviously my html skill are rusty, never tried it on an iPad.
