Yes. I believe so. I'm waiting on my roses to finish as well. This is similar to having to wait for the 24 hour build time before the Halloween 2013 event unlocked.

Once you have grown the Rose bush at the farm it will give you the wheel which you have to spin and then you can kick off the Update :D
