Various buildings no longer generate income
Moes Retirement Castle Police Station Any of Nuclear Power Plant buildings Is this normal? If not how do I fix it? Any help would be most appreciated.

Yes, it's normal since Moe's, Police Station, Springfield Elementary and Town Hall can be vandalized by your neighbours. The Retirement Castle and Power Plant doesn't generate any income at all and can't be vandalized by your neighbours.
