It happens to me everytime when it's Moe's Tavern. It never shows the bandit icon on Moe's Tavern. Normally it shows a random character or a broken image. It happens to me 100% of the time on bandi...

To me, it shows up when (iirc) only my bandit hideout at Moe's is still available for collecting.
The icon shows partial character images of them doing tasks and it'll cycle through them randomly.
