Well, no it doesn't. It says "One tap to turn all festive lights on and off," followed by bonus money, XP, and Indolence rating info. For newer players who see holiday lights in their friends' towns, it may not be immediately clear that the plunger doesn't come with festive lights and that it doesn't affect the Festive Lamp Posts.
