I'm seeing this on my iPad Mini 4, not sure if I've seen it on my iPhone 6 yet. I wager most of you have iOS devices above? It's a cool looking glitch, if it is even a glitch, the weird thing I can't tell what triggers the weird tapping effect to happen.
