It should be 8 AM PST which is -8 on the GMT I believe.
Actually I could be wrong. The 8 AM PST is assuming the files are ready and released at that time. I forgot we still need a store and in-game update. Which could be ready to go asap Tuesday Morning but might also not be. They don't exactly have an official plan when dealing with this game for some reason.
