I just trimmed my number down to about 12 without losing my five stars...so I am assuming this could be the bare minimum amount give or take a wall or two.
I had 17 five-ish levels ago, and when I leveled up my righteousness dropped to 3.5 stars and I had to add more, so I don't think 12 would be enough.
The problem with righteousness is that it's in flux. Random things like Bob and graffiti can raise it, so if you're storing training walls under the assumption that all five stars come from those, you might end up with too few walls. Starting with a low rating and adding training walls is the only way to be sure.
I happen to decorate with the training walls, so I have many of them. Probably more than 30 at this point. But I had 28 when my rating went back up to 5 stars from 3.5 stars, so I figure 30 should be sufficient.
When I hit the 4500 (no good rotten) limit I started deleting all my hidden training walls. Every once in a while I'll drop 1/2 a star and then I just send some criminals to jail to bring it back to 5. I'm assuming I have some premium items that help.
