Well in Apple terms it is an "older device" as there are 2 newer versions out there (iPad Pro, and recently announced iPad Pro 9.7). But typically the iPads have a longer life than the phone counterparts. I would say the non-"Air" versions are really more the 'older devices' meaning the original 1-4 iPads (gen 1, gen 2, etc).
The lag and the decoration limit seem to be the biggest hindrance of TSTO right now. I don't know if this is all tied to the device and it's power, but perhaps it could be tied to your internet speed. If you have like AT&T Uverse or something, the internet will be weak off the bat. I know places like Comcast are trying to test out with data limits, so that could also be a factor as well. As those heavily decorated towns will be consuming lots of data. I have an iPad Air (1) and I only see some lag on select neighbors. But then again, I barely visit as the time it takes outweigh the rewards.
I kind of wondered that as well! I have never experienced the lag, but we have a very good/fast internet. I play on an iPad air,and sometimes my iphone.
