I think one mistake people are making is that they're tapping on her instead of tapping on the building she's on top of. So tap a bit lower on the screen and see if that helps.

Although maybe there's a glitch as well, who knows.

This is what I had to do when she was on a blue house as well. Spent a while tapping all around her. Tapping near the entrance of the house itself is what worked.

Also don't forget to turn your volume up to make it faster to find her. Her "sucking" gets louder the closer you are.
