Why do job count change?

What characters are omitted? and for what task lengths? The only reason I can think of other than what has already been mentioned is that the characters doesn't have an independent cash earning task for the length you're setting.
E.g.

• Princess Penelope won't be sent on her 1 hour job via the unemployment office because it earns krustyland tickets not cash.
  
• Robo Burns and Doggy Smithers won't be sent on their 4 hour task because they are joint tasks not individual.
  
• Gummy Joe (I think that's his name) won't be sent on a 24 hour task because he just doesn't have one.
  
• Springfield's won't be able to shop at the Kwik-E-Mart for their 1 hour task if there's no Kwik-E-Mart placed in your Springfield.
  

Why did some of my characters lose their 24 hour job? For example: Blue Haired Lawyer, was hanging out lawsuits to local businesses (or something like that.) Well that job disappeared! Now his longest job is go to church for 12 hours.

They got removed due to the Christmas daily tasks but should return once they remove the finished current event either with a new one or with a takedown update.

Gummy Joe only has 3 reg jobs. I wouldn't want him anyways.

Anyways, when I sent everybody on the 24 hr task by using the Office of Unemployment.....Jay G doesn't go right away and I have to sent him manually. Not sure why.

I sometime forget to go through the character finder firstsend Bart to Mozart or Mozart to Bart,
& Gravedigger Billy & Willy that are joint for the 24 hr task before I send the rest by using the building. Grady doesn't have a 24 hour task because of the required quest needs to be done first.

I have three that don't have a 12 hour task:

Mona - don't have the Coconut Babaloo so I have to send her on the 8 hour task.

Seamus - don't have O'Flanagan Pub/O'Flanagan (same goes for the 4 hr task but he goes to one of the other buildings for something else that is 4 hr).

Number 51 - don't have the stonecutter table which I should have purchased during The Buck's Stops Here event.

He has 4 regular jobs, 1, 4, 8, & 12 hours, he used to have a 24 hour as far as I remember but it got removed after his event ended which is something like two years ago now.
