Though I do design my town, when this subject came up recently one person said something along the lines of, "This is a Simpson's game, not Sim City. I want to see the characters." Having just one or two roads means the bulk of your characters are all together and easy to find.
Not the way I go, but a good reminder that people see the point of the game in different ways. :)
