I don't seem to make money as fast as many others, and I have yet to buy donuts. I have been designing my town one area at a time. If you land in my town, from the beach to center is pretty much to my liking, but the farther right you go you run into buildings in rows with no roads and now small clusters of buildings I didn't have room for anywhere else. As I get more money, i've been spending it on my land to expand my area and design the way I want it.
