Windmill has a multiplier now.
The multiplier is 0.75%. I had a bunch of them in my inventory from a previous event. Just wanted to let everybody know.

I put mine in Krustyland. But have moved them back now. They are fairly easy to hide behind large buildings. Thanks for the info !
