I've enjoyed this event. I have been fortunate and not suffered badly from access problems, other than the two major issues that affected everyone (the crash after sending Homer to stand on the tunnel, and a server issue I think around New Year).
I liked the tunnel tasks - I generally like that sort of timed task, like in the Stonecutters event, provided that they don't go on for much more than a week or so.
I had no problem with getting decorations as prizes - I didn't have the Christmas lights, I wanted them, and now I've got them. I'm not sure what the players who already had the lights got - if it was those lawn bells, then I agree that this was not much of a prize. However, this kind of problem is only going to increase the longer the game runs. New players want a chance to win (not buy) old items, but old players have to be offered something different.
I thought the storylines for both phases were good, and the drunk elves were hilarious.
As I have expounded at length elsewhere, I don't think there is an elf shortage. There may not be as many as some would like, but there is enough.
And, of course, if you really don't like an event, you don't have to play it. I didn't like CoC, so after doing the early quests to see what it was all about, I just did the neighbour visit part of it in order to help my neighbours. I put my characters back into their normal skins so that they could earn money rather than elixir and waited for it all to go away.
