When does the Winter event usually start? Is it usually start of december?

I hope Homer's segment is modeled after the "'Tis the Fifteenth Season" episode. Homer becomes the nicest guy in town (which really annoys Flanders) then he steals Christmas Grinch-style because he thinks it will make people appreciate the holiday more. Spoiler Alert: They do not. It's pretty great.
