You're referring to the exclamation mark? Mine is doing the same this phase, maybe they changed it so when you have prizes ready to be crafted it will show.

Mine has appeared and stayed since I have been able to craft my grand pumpkin but I am waiting until phase 3 as concerned I won't get enough items. I just guess it is there to stay for now.

I built the Grand Pumpkin, so for me I have been thinking that it's the pumpkin house build that's triggering it. I have one from last year, and don't want a second. An extra pumpkin a day to use for building, what? Spooky walls?

It's because you have something you're able to craft. It will only disappear once you don't have anything to craft at the moment.
