Your character MUST be on "jobs" to receive Valentines Cards

Looks the same way to me. Tasks have nothing to do with it. Tap on a card while visiting and it goes to the character associated with the building. Once a character has a card, they cannot receive another until its collected. I can't explain the people that have gotten multiples on one character. Maybe 2 ppl clicked at the same time? Also if a building has more than one character inside then obviously there could be multiples.
