This happened to me yesterday, once you get to part 9 it should unlock

My castle recycle has finished building, archer Lisa is upgraded to level 6, and all quests have been completed.
Goblin Bart and boxingham palace has been opened, but I still don't have the boxed in quest.
I am level 12.
What do I have to do to get boxingham castle and goblin Bart?
