Your socialism rating is based on how many friends you have and how often you visit them. IIRC you may need at least 40 friends and visiting them daily/every few days to get your rating up to five stars. Once your rating is up to five stars it shouldn't drop down again. It hasn't for me and I have very few people on my friend list and very rarely visit them.
