Each building has a "base cost". This is the cost that is posted.
2. After you reach Level 24, the price you pay for a building appears to be determined by your level. There is a multiplier applied to the base cost of each building. Here are the multipliers and levels.
Level 1-23: no multiplier (buildings should cost the price that is posted, in theory).
All the regular buildings have a base price in the files the price they will eventually drop to. But the highest 5 levels also have a multiplier at work, which keeps the prices of the regular buildings high until a new level is released. The levels and their multipliers are as follows:
Level 24: 1.3x
Level 25: 1.3x
Level 26: 1.4x
Level 27: 1.6x
Level 28: 2x
Level 29: 3x
That means that buildings up to level 23 are now selling at their base price and shouldnt drop any lower. But for buildings from level 24 and up, the multiplier keeps the price high until the next level increase. And when level 30 is released, this is what should happen:
Level 24: no multiplier (base price)
Level 25: 1.3x
Level 26: 1.3x
Level 27: 1.4x
Level 28: 1.6x
Level 29: 2x
Level 30: 3x
Example: You reach level 30 and your next building is the Businessman's Social Club. The base cost for the building is $63,000. The level 30 multiplier is 3. So, $63,000*3 = $189,000 cost to build. (Multipliers don't apply to standard houses and extra Kwik-E Marts/Gulps/Krusty Burgers; those costs appear to always remain constant. Also, some of the non-progression buildings and the side story buildings don't appear to be based on the same multiplier. Sorry there is some math and confusion involved, but the game files and the building costs are a little odd.)

The original walkthrough was done by Simpsons0001 and he had computer issues and couldn't keep updating the guide so a new one was made - The prices also changed with the level 31 update. The military store prior to the update was something like 236k. After the update, the game changed me from level 30 to 31, and that same store dropped by about 100k. (I don't recall the exact numbers.)
