I don't think so. At least with Cityville it also looked like that. In a similar game, once someone placed a house by the edge it would add a port-like structure it it. Keep in mind that EA could introduce a sand tile which would work. According to the following map it would make sense (logically). I'm positive that EA will expand past the water. They can do a Springfield bridge mission or a springfield dam mission. Take a look at the map, its definitely interesting.
