For google play and ea go to Contact Us. Google play gives an immediate call if you give them a number. With ea it opens a case where they will ask a whole ton of questions about the device you use to play and specifics on your issue.
If you choose to speak with google on the phone let them know that this is a known issue and ea has no solutions. In fact, I forgot to mention that I'm on my 2nd case with ea over this same issue. The first time they replied "sorry but we cannot replace in-game content" and then they closed the case. Dont let them pull that crap even if google refunds you. Ea should take responsibility for their game and offer solutions or at the very least compensation for your troubles if they want you to shell out any more money for the game in the future.
