I was at level 29 and still hadn't unlocked the Truffle (I leveled up by buying lots of premium items) There is a sequence to the quests. When you get to the point that the Truffle unlocks, it will let you build it. Unil then keep playng and doing tasks to build up cash It will be needed soon.
