Yeah this moonbounce thing is so confusing, they just threw it into the game without any explanation at all. Especially with that ticket hovering above it really raised some questions for me, like does this pay out golden tickets? Nope, apparently it's just a glorified Channel6/Farm kind of thing but instead you use kids and it doesn't actually generate more money than normal tasks for characters.
