Is there anyway to use more items after the message that you use more items that the game can handle my Springfield is still half empty

Also not all items are created equal, some items are counted as 2 items, there is a guide on here somewhere as to what to avoid.
I seem to remember that roads over water to create bridges was particularly costly item count wise.
