Yes, I had a bit of difficulty understanding the table myself.
I remember I had to collect an amount of resources to unlock each character, and it was a grind, and I think how much Real Estate you have or something determines if you have got high enough.
Some of them are unlocked with Donuts though.
I don't have: Otto, Prof. Frink, Disco Stu, Jasper and Bumblebee Man.
But I have: S. V. Teen and Blue Haired Lawyer, though I don't remember how as I don't tend to buy characters.
The 8 hour jobs are unlocked in the same way and again some are by Donuts.
I don't have: Manjula, Hans Moleman, Duffman, Barney, Sideshow Mel and Dewey Largo.
I got Drederick Tatum from the Yearbook MB.
As you get more characters you are allowed to collect more which in turn ups your storage
