It's a common occurrence, Grampa can also get stuck in this loop. It does seem to eventually go away, and there's nothing stopping you from ignoring the quests and sending them on whatever job you want.

This seems to be a surprisingly common misconception about how the game works. Just because a certain building becomes available at, for example, Level 17, doesn't mean that the quest to acquire that building will automatically trigger when you reach 17. You have to complete in order all of the preceding tasks/quests. See this walk-through for helpful details:
