There is a lot of confusion about how to get Sideshow Bob. I decided to write a guide about a year ago which documents all parts of the quest line.

I can see from your screenshot that you are level 46 - have you had any quests at all for SSB, or do you have any in your task bar? The quest line is unfortunately bugged for some players, but you can use the tip in the linked thread above if you play on an Apple device to get him.
