I can see from your screenshot that you are level 46 - have you had any quests at all for SSB, or do you have any in your task bar? The quest line is unfortunately bugged for some players, but you can use the tip in the linked thread above if you play on an Apple device to get him.
No, unfortunately, I haven’t got any quest for SSB. I’ve tried multiple times to go to the other Springfield and back home and back to the other Springfield, you get my point, and no luck.
