What level do you need to be at to clean up friends graffiti?

I don't recall seeing buildings to clean up in friends' towns for a while but as I remember, there will be a mop icon if it's available to clean. If you can just graffiti, that mean's someone is cleaning it up before you get there.

Edit: I saw graffitied buildings in my neighbors' town and couldn't clean it up so I guess you can't anymore?

    You leave graffiti in your neighbors towns. You clean it in your own.

    You can clean graffiti in your own town and in your neighbours, but I don't think you can while the Easter event is going on.

    Yes prior to that, you could clean neighbor's graffi, but they have since removed it since it was causing concerns for an event and it was messing too much with Righteousness.
