Fighters missing "backpack" ability

Some of the CAF characters have Level 3 BJJ/Judo takedowns, and the backpack from cage ability is listed as Level 2, yet they cannot perform the move. This is happening to the BJJ Vanguard archetype. They had that ability in the last game.
