The matchmaking system doesn't work!

How to block a player from hitting opponents? in 1 hour I came across the same player 4 times...
 I lost the first 2 battles to him...
 I quit from the 3rd battle. Is it really possible that I will fight him in the 4th fight? within 1 hour!
ARE YOU KIDDING ME ? WHAT THE HECK? WHAT IS THIS STUPID SELECTION OF OPPONENTS? 
I have 0 points in the 1st division... how can I fight with someone who has 400+? 
WHAT'S THE POINT OF THIS ? REDEFINE THE SELECTION OF OPPONENTS OR ADD THAT THOSE WHO ARE BLOCKED CANNOT HIT THE OPPONENTS. 
I SENT A COMPLAINT AGAINST A PLAYER, BLOCKED HIS PROFILE...AND IN 1 HOUR IT HAPPENED FOR ME THE 4TH TIME...ARE YOU SERIOUS?
