Content unlock questions

Hello i am very new on this game , i mean i played every of them but it's the first time i actually took the biggets edition for that kind of game 

My questions are :

1. Do dlc release soon after release  ?
2. Are there complete new athletes or also skins ?
3.  Is it possible to unlock everything in the game for free ? ( excluding dlc of course)
