UFC 4 Deluxe characters still locked.

I purchased UFC 4 Deluxe through the PS store for my PS4.  The 4 DLC characters are still not available.

I tried renewing my licenses, re-activating my system, re-installing the game.  Still having the problem.  Is there anything I'm forgetting?  TIA.
