I am not being able to access online features. It says all active users must be signed into psn and ea servers. I am connected on both and have ps plus. I am able to play fifa 22. I tried logging in to my friend’s ps4 and play online and I was able to do it but I can’t do it in my ps4.

I recommend reaching out to PlayStation Support to verify whether that console has been restricted from online features due to violations. It sounds like that could be a factor here. :\

Are you able to play UFC 4 with another PSN ID on that console?
Reason I ask is because consoles can also be banned from online services if there are violations in the Terms of Service.
No I can’t. But i am able to play other online ea games which uses ps plus

Not all EA games use the same servers. It's possible you've been denied access to the UFC servers for that specific console, which makes sense if you are able to play the game online from a different console and you also can't connect with other PSN IDs on your console. I recommend reaching out to PlayStation Support to verify whether any actions were taken on that console that is limiting you from access our servers.
