I am having the same issues. I even have the brightness set to 0 and it is still a problem. The road gets washed out and blends in with the surrounding surfaces. Many times I can't tell what is the road and what is snow.
Facing the same issue at same stages specific time of day, lowering brightness helps a bit.

Yeah this is still an issue on a bunch of stages. It seems to do with the auto-exposure and tonemapping rather then anyone's individual brightness controls too.
And on the other hand, I often find th at the dashboard and the like are actually too dark. Shadows are way stronger then they should be , and if you adjust your britghtness so that the outside looks right, the inside of the car is extremely dark.
So what I suspect is happening is that the game is trying to adjust camera exposure for an outside that's bright and an inside that's rather dark, and just splitting the difference.
