The best I have got it is turning off the TAA via the game engine ini file than enabling DLAA. This gives a pretty good result (must have dlss turned on ingame)
[SystemSettings]
r.DefaultFeature.AntiAliasing=0
[/script/engine.renderersettings]
r.NGX.DLAA.Enable=true
Try pasting that at the end of your engine.ini file.
And yes I know EA needs to provide this option in the menus.
DLSS for DLAA is also possible to enable in engine.ini.
So the DLAA engine.ini addon incl. DLSS activation looks like this, nothing to do with DLSS in the in-game menu.

r.NGX.Enable=1
r.DefaultFeature.AntiAliasing=0
This solves really the flicker and looks way better as the AA from the game but nevertheless it adds some blurriness.
I added also the command to disable the AA from the game to be save not to have two AA algorithms active.

OMG.
Your solution is magical.
After I followed your instructions, there is no more shimmering for trees.
I hope EA&CM implements this parameter as a regular option.
BUT, the main problem that I raised has not been solved yet.
I hope somebody cares about the pop-up phenomenon of objects and shadows that I have mentioned.

Not just them, For every occasion.
I suspect it is a performance issue.
It's like I am playing a game from 30 years ago.
