This is an AMD VR issue with the 7000 series. Poor VR performance. I am not here to defend the game, everything else you said is true. Game is crap and unfinished. I went back to play DR 2.0 after just one championship season. But I get 90 FPS with my 3080 Ti and my Pico Neo 3 Link (2800x2880, 150% render resolution) with low settings. With the same settings but with a 7900 XTX I could only get 45 FPS with a 50% reprojection rate. Returned the 7900 XTX. I thought I would be a step up to be able to turn up the graphics. Same problem in ACC. But in DR 2.0 it was better/faster than the 3080 Ti.
