Looked at you settings, but I think I really would not like to play like this.
Alone the sharpening (r.ToneMapper.Sharpen=2.2) is way to high this has to flicker like hell in the wet.
Better way would be to disable AA from the game and use DLAA (for Nvidia cards) or no AA and try to up the resolution.

Mhm, i am using an 7900XT and for me the trees are flickering like hell if I don't set AA on at least high.
Tried it on 5x resolution and could not make a stable fps, but still the trees were flickering. No way for me to play without AA, that is too disturbing
