Battle pass animated badge

Does anyone else have an issue where there battle pass badge only goes up to level 60?

I have been grinding none stop as my main goal per split is to get the badge as I like the upgrade process to get it to 100 and fully animated, now in the current split of season 28 I can only get the first stage of its animated style 

would anyone be able to help me rectify this as I was really excited to finally be able to get a moving red badge for banner art
