Sorry to hear those Apex Coins didn't show up. Typically the steps you've mentioned trying are going to be the best bet, including relaunching the game, completing a match, and launching in the EA app directly instead of Steam.
Since you still haven't seen those coins show up after that, it would be best to get in touch with support directly so they can help verify that purchase and make sure you get everything.
If you create a new case here and select Game Support > Apex Legends > I'm looking for something I bought, you should be able to get in touch with the support team so they can take a look.

I've tried making a case and It's very difficult, the website is very confusing it needs to be changed it keeps taking me in circles, I've also been waiting about 24hrs for a reply on my case and no one had looked into my issue. The case is also very confusing I can't figure out how to type in it for the life of me
