As of 8/8/25 this issue is still happening on Xbox ,I have the Xbox series s just logged in after couple days and I got the agreement page again on start up and all my settings where reverted to default (again) , which is annoying, I recommend to take pictures of your settings in the meantime while it gets fixed yes i know its annoying but oh well.
