I have this bug. I have completed the octane spotlight pass yet I have received none of the rewards. I occasionally get out of the broken loop but as soon as I try to change a skin or open an apex pack it give some error messages then goes back to being broken. Waited a few days and still the same issues. I hope the give us the rewards or at least our apex coins back from the pass and even some extra as compensation for not being able to access content that we paid for.
